PURPOSE OF ESTABLISHMENT
The ESHOT General Directorate, as an affiliate of İzmir Metropolitan Municipality, is tasked with providing urban public transportation services.
In Article 15(f) of Municipal Law No. 5393, it is stated that among the powers and privileges of the municipality are: “To carry out public transportation; for this purpose, to establish, have established, operate or have operated all types of public transportation systems, including buses, maritime and water transport vehicles, tunnels and rail systems.”
In Article 7(p) of the Metropolitan Municipality Law No. 5216, which defines the duties, powers and responsibilities of metropolitan municipalities, it is stated that: “To carry out public transportation services within the metropolitan area; for this purpose, to establish, have established, operate or have operated the necessary facilities; and to grant licenses to public transportation vehicles, including taxis and service vehicles, within the metropolitan boundaries.”
The General Directorate of ESHOT’s “Regulation on the Duties, Authorities and Operations of the General Directorate of İzmir Electricity, Water, Gas, Bus and Trolleybus” entered into force with the decision of İzmir Metropolitan Municipality Council dated August 16, 2024 and numbered 803.
Within the scope of the powers and duties granted by the Municipal Law No. 5393, the Metropolitan Municipality Law No. 5216 and other legislation, the ESHOT General Directorate is authorized and responsible for conducting rubber-wheeled public transportation, integrated transportation planning services and other tasks assigned by the İzmir Metropolitan Municipal Council or the Mayor within the boundaries of İzmir Metropolitan Municipality.
